Transferring Liability of a PCN

This page is for Parking Charge Notices (PCNs) issued by Ocean Parking on private land in the UK.

It allows the person currently named on the notice (usually the registered keeper or hirer of the vehicle) to ask us to update our records so that future correspondence is sent to the correct person.

Please read the information below carefully before you complete the form.

When you can request a transfer

You can use this form if one of the following applies:

You were not the driver
You are the registered keeper or person named on the notice, but someone else was driving the vehicle at the time of the parking event and you can provide their full name and current postal address.
The vehicle was on hire or lease
You are a hire/lease company and the vehicle was on hire at the time. You can provide the hirer’s details and a copy of the hire/lease agreement covering the date of the parking event.
You sold or transferred the vehicle before the date of the parking event
You can provide the date of sale/transfer, the full name and address of the new keeper, and evidence (for example a sales invoice or DVLA acknowledgement).

Information Required

Should you wish to request the transfer of laibility for a parking charge notice (PCN), please ensure you have the following information or we will be unable to process it:

About the PCN

PCN / reference number
Vehicle registration
Date of the parking event (as shown on the notice)

About you (the person currently named on the notice)

Full name
Postal address
Email address and/or phone number

About the person you say is now liable

Depending on your situation, we will ask for:

If you are naming the driver

Full name of the driver
Current serviceable postal address (where correspondence can be sent)
Optional: email / phone number

If you are a hire/lease company

Full name or company name of the hirer
Postal address of the hirer
A copy of the signed hire/lease agreement covering the date of the parking event, showing:
- Hirer’s name and address
- Vehicle details
- Start and end dates of the hire period
- The clause where the hirer accepts responsibility for parking charges

If you sold or transferred the vehicle

Date of sale/transfer
Full name and postal address of the person or business you sold/transferred it to
Evidence of the sale/transfer (e.g. sales invoice, receipt, DVLA confirmation, dealer documentation)

Important notes

Time limits: You must follow the timescales stated on your notice. Requests received outside those timescales may not be accepted.
Accuracy: By submitting this form, you confirm that the details you provide are true and correct to the best of your knowledge. Supplying false or incomplete information may mean liability is not transferred and further recovery action may continue in your name.
Once updated: When we accept a valid transfer of liability, we will update our records and send all future correspondence directly to the person or company you have named.
